If the switch is stating max user sessions when trying to SSH into a switch, you will have to console into it, change the idle timeout to a low number, then it will kick everyone out (even if no one is connected, the sessions have still locked somehow) so you can SSH into it. Then up to idle timeout to a higher number. 900 secs is good number.
The default console max-sessions is 6 which is high enough anyway so don’t bother changing it unless you have already set a lower number.
